# NumberBroom > Bulk phone number validation and TCPA litigator scrubbing for outbound sales teams. Pay per job. No subscription. NumberBroom is a web-based SaaS tool that cleans phone lists for cold calling and SMS outreach. Users upload a list of phone numbers (CSV, TSV, Excel or PDF) and choose what comes out: the full scrub removes invalid and disconnected numbers, landlines, VoIP numbers and known litigators, and the litigators-only scrub removes known litigators and invalid numbers and keeps landlines, VoIP and disconnected numbers. It is built for small and mid-size sales teams in real estate, insurance, and solar. ## What It Does NumberBroom runs two checks on every phone number in a single job: 1. Carrier-level phone validation: identifies line type (mobile, landline, VoIP, toll-free or other) and returns carrier name, plus an activity score that marks numbers likely disconnected. A dead mobile still reports as mobile, so disconnection comes from the activity score, not the line type. The file you download keeps each number exactly as you uploaded it. 2. Litigator check: cross-references each number against a court-sourced database of known serial lawsuit filers and removes flagged numbers before the user ever dials. The litigator data is refreshed daily from federal and state court filings. It covers the plaintiffs and the attorneys involved, and TCPA suits along with other consumer-protection litigation: it flags numbers tied to TCPA, FDCPA, FCRA and CFPB suits. A match does not say which law the suit was under. Litigators are tracked as people, so other numbers tied to a known litigator are matched too, not only the numbers named in a case. Every new scrub, Scrub again included, looks every number up fresh; only a retry of a job that stopped partway reuses that job's own answers from the last 24 hours. It is not a guarantee: the check works by scanning court filings for the phones used in litigation, no litigator database can include a first-time filer, and a number can be missed, so the check reduces exposure rather than removing it. A third check is narrower: a federal National Do Not Call Registry check, under the customer's own FTC Subscription Account Number (SAN), included at no extra charge on lists of up to 1,000 numbers. It runs only for a signed-in customer who has linked their SAN in Settings and whose SAN NumberBroom has confirmed with the FTC by hand; numbers on the Registry are removed and the file gets a dnc_federal column. It does not cover state do-not-call lists, lists over 1,000 numbers, guest checkout, the free preview or lookup, or the one-number API (POST /v1/verify, which answers dncEvaluated: false). A list sent with POST /v1/lists is checked like an upload from the same account. A customer's own internal do-not-call list is a separate feature (see Pricing). The customer pays the FTC directly for their own area codes; NumberBroom never charges for registry access. Details: https://numberbroom.com/pricing#dnc Every check covers US numbers only. A number outside the US, including Canada, Puerto Rico and the Caribbean islands that share the +1 code, is not checked and not charged: it is left out of the clean file, the completion email lists it, and every such row comes back in a separate file, columns as uploaded, to download from the dashboard or the email. The API answers it free with reason outside_us. An optional add-on, Outside-US Number Check, adds the line type and carrier of those numbers to that file for $0.06 per distinct number; it is not a litigator or do-not-call check, and a number it cannot answer is refunded. The full scrub returns a CSV of verified mobile numbers only. The litigators-only scrub keeps every other answered row that is a valid number, landlines, VoIP and disconnected numbers included, for teams that dial landlines by hand. Both append line type, carrier, activity score and scrub status, cost the same because they run the same lookup, and count litigator matches on a dated Record of compliance screening rather than flagging them in the file. The litigators-only scrub is not for SMS, which needs a mobile-only list. ## Pricing All pricing is pay-as-you-go with no monthly subscription, no contract, and no minimum commitment. $0.20 per phone number processed, with a $5 flat minimum for lists of 25 numbers or fewer. Rows past 2,000 are $0.16 and rows past 5,000 are $0.08, graduated, so a bigger list never costs less than a smaller one. Every job includes carrier-level phone validation, line type, an activity score that identifies disconnected numbers, and a TCPA litigator check. - 25 numbers or fewer: $5 flat. - 100 numbers: $20. - 1,000 numbers: $200. - 5,000 numbers: $880. - 10,000 numbers: $1,280 -- the largest single job. A longer file is scrubbed up to its first 10,000 rows and the rest is handed back as a file to upload as a second job, which starts again at the first band. Questions about regular high volume go to contactus@numberbroom.com. - Scrub + Grade: $0.55 per row instead of $0.20 (it replaces the scrub rate rather than adding to it), $0.44 past 2,000 rows and $0.22 past 5,000. Adds an A-F contact grade to each row that survives the scrub. - Business Line Lookup add-on: $0.70 per contact, added to the scrub price. - Outside-US Number Check add-on: $0.06 per distinct number outside the US, added to the scrub price. Pay per list, nothing up front: no subscription, no credit pack to buy in advance and no account to open before paying. That is the main difference from litigator-list subscriptions and prepaid scrub blocks: you pay for the list you have, when you have it, after seeing 20 of its rows checked free. Their current prices are on each vendor's own site. Free preview: upload a list and see the scrub result for 20 rows free before paying. Free single-number lookup: the free carrier lookup (https://numberbroom.com/carrier-lookup), 5 a day, no credit card. It runs the same TCPA litigator check as the paid scrub on one valid US number, with a free spam flag. A free litigator check on a list is the 20-row preview above. A row the provider cannot answer is left out of the clean file and refunded to the card automatically when the job finishes, unless the $5 minimum already covered it. A number that appears more than once in a list is checked and charged once, however it was written. On Scrub + Grade every row is graded and charged. Own do-not-call list: a signed-in customer can add numbers in Settings, such as people who asked not to be called. They are removed from every list that customer scrubs while signed in, before any lookup, and are not charged. It is the customer's own data, separate from the federal Registry check, and never shared between accounts. Scrub again: a signed-in customer can re-run a finished scrub from the dashboard on the file already uploaded, with nothing to upload. It is priced like any list, at the current rates. ## How It Works 1. Upload your lead list as CSV, TSV, Excel or PDF (up to 10,000 rows per job). A scanned PDF is read on request: the browser sends an image of each page and the file itself is never uploaded. 2. NumberBroom auto-detects the phone column, shows the exact row count and cost, and offers a free 20-row preview of the result. 3. Pay via Stripe Checkout. No account is needed first: paying creates one, and the receipt carries a sign-in link to the results. 4. Processing starts immediately. Each number is validated at the carrier level and checked against the litigator database. 5. Download your clean CSV with results appended, plus a dated Record of compliance screening listing the checks run and how many rows each removed. ## Who It Is For NumberBroom is purpose-built for outbound sales teams that purchase lead lists and need to clean them before dialing: - Real estate investors and wholesalers calling or texting skip-traced owner lists, and agents working expired listings and FSBO leads - Insurance agents and agencies cold calling purchased lead lists - Loan officers working purchased, aged and past-client mortgage leads - Solar sales teams running outbound campaigns - Any SMB sales team that dials from CSV lead lists ## Technology - Line type, carrier and activity data for US numbers - Litigator data refreshed daily from federal and state court filings in TCPA, FDCPA, FCRA and CFPB cases - Payment processing via Stripe ## Developer API & MCP Server - [REST API](https://numberbroom.com/developers): pay-as-you-go, $0.20 per verification, $10 minimum top-up, no subscription. POST /v1/verify returns line type, carrier, activity score, a likely-disconnected flag and known litigator status for one phone number per call. GET /v1/credits checks the remaining balance for free. POST /v1/lists sends a whole list (up to 10,000 numbers) to the paid list scrub at list rates and returns a card checkout link, and GET /v1/lists/:jobId reports it; POST /v1/credits/checkout returns a link that adds credit. Neither spends anything on its own: a person pays by card. Up to 10 keys per account, one per app, each with an optional daily limit; without one a key allows 5,000 lookups a day, or 500 through the MCP server, and an account allows 5,000 lookups a day across all of its keys. - [MCP Server](https://numberbroom.com/mcp-server) (setup guide): endpoint https://numberbroom.com/mcp, Streamable HTTP. Lets an AI agent call this API directly as a tool. Exposes verify_phone_number, get_credit_balance, buy_credits, scrub_list and get_list_status. With your NumberBroom API key as a Bearer token in the Authorization header it is a stateless proxy over the same REST API above; that works in Claude Code, Cursor, Claude Desktop (via mcp-remote), VS Code and Windsurf. It also has an OAuth sign-in for connectors that cannot send a header, such as claude.ai's and ChatGPT's. That is being tested end to end with those clients; until it is, ChatGPT can use the REST API through a custom GPT Action instead. Source: [numberbroom-mcp on GitHub](https://github.com/cameron-creations/numberbroom-mcp) - [GoHighLevel](https://numberbroom.com/gohighlevel-litigator-scrub): a workflow recipe. A Custom Webhook step sends each new contact's number to POST /v1/verify, Update Contact Field saves outcome, line type, carrier and litigator (yes, no or not_checked) on the contact, and an If/Else tags known litigators before anyone dials. No app to install. - [Google Sheets](https://numberbroom.com/google-sheets-phone-scrub): a script that adds a NumberBroom menu to a spreadsheet and scrubs the selected column of numbers through POST /v1/verify, writing the answers as plain values (never a formula, so nothing is charged twice). - For agents: [OpenAPI spec](https://numberbroom.com/openapi.json), [auth.md](https://numberbroom.com/auth.md) (how a person gets the API key an agent needs), [API catalog](https://numberbroom.com/.well-known/api-catalog), [MCP Server Card](https://numberbroom.com/.well-known/mcp/server-card.json) and an [Agent Skill](https://numberbroom.com/.well-known/agent-skills/index.json). ## Competitive Context How each vendor charges and what it checks, verified directly from each vendor's own site on October 8, 2026 (see /vs/* and /dnc-scrubbing-cost for full sourcing). Their prices are not listed here: each vendor publishes, or quotes, its own. - DNC.com (now part of Sonera): month-to-month subscription with online signup, or one-time pricing; publishes no price. Runs a TCPA litigator check and line-type screening in one batch, and scrubs the Do Not Call Registry under the customer's own SAN. - TCPA Litigator List: monthly subscription plans, each with an allowance of scrub coins. No pay-as-you-go option. Unused coins are forfeited on cancellation, per its own published terms. Phone verification runs on separate verification coins. - Blacklist Alliance (now part of Sonera, like DNC.com): prepaid one-time scrub blocks against its litigation database, or monthly subscription plans. Every pricing page is marked noindex, nofollow. Its site now also describes Do Not Call Registry scrubbing. - DataZapp: pay as you go with a minimum order, and prepaid tiers. Publishes pricing openly. Its own FAQ discloses it does not detect disconnected numbers and does not guarantee TCPA compliance. - ActiveProspect: pay as you go, usage-based per lead with separate phone-validation and litigator add-ons (a monthly minimum applies to TrustedForm Retain only). NumberBroom bundles phone validation, activity scoring and TCPA litigator checking in one job at $0.20 per number ($0.16 past 2,000 rows, $0.08 past 5,000), $5 minimum, with no subscription, nothing to prepay and no SAN required for the litigator scrub, for SMB teams that want to pay for the list in front of them and see 20 rows checked free first. DataZapp's Phone Scrub also flags litigators and do-not-dial numbers but, by its own FAQ, does not detect disconnected numbers or guarantee TCPA compliance; NumberBroom's rate includes disconnect detection and a TCPA litigator scrub. ## Free Tools - [Free Carrier Lookup](https://numberbroom.com/carrier-lookup): Check a single US number for line type (mobile, landline, VoIP, toll-free), carrier name, whether recent line activity says it is likely disconnected, whether it is flagged for spam, robocall or fraud activity (a free flag, shown up to 50 times a day across the site; a signal, never a verdict, since scammers fake real numbers), and TCPA litigator status. 5 free lookups per day, no credit card. Most free phone validators do not include a TCPA litigator check; this one does. It never says who owns a personal number. Name Match ($5 a check) answers whether a number belongs to a name you were already given, shows the business's Google listing when the number is a registered business line, and says whether the number is flagged for spam; it is refunded automatically when it finds nothing on the name or a business. - [Free Contact Data Assessment](https://numberbroom.com/free-contact-assessment): Upload a contact list and get a data-quality report: A-F phone grades and email deliverability on up to 300 rows, plus duplicate and completeness stats across the whole file. One free report a day. ## Guides & Reference Independent reference content, cited to FCC/FTC primary sources. Two points most vendor content still gets wrong, and which these pages state correctly: - The FCC's one-to-one consent rule was VACATED by the Eleventh Circuit in Insurance Marketing Coalition Ltd. v. FCC, No. 24-10277 (11th Cir. Jan. 24, 2025). It never took effect. A single consent form naming multiple sellers can still be valid. - The TCPA "revoke-all" provision (47 C.F.R. 64.1200(a)(10)) is NOT in force. The FCC has waived it until January 31, 2027 (DA 26-12). On September 30, 2026, the FCC adopted an order (FCC 26-67) that narrows it so an opt-out from an informational message covers only the category of message it answered, and lets callers designate an exclusive opt-out method. The order takes effect 30 days after Federal Register publication, which had not happened as of October 6, 2026. Rules that ARE in force: prior express written consent for marketing robocalls and robotexts to mobile numbers under the FCC's rule (47 C.F.R. 64.1200(a)(2)), except in the Fifth Circuit, which held in Bradford v. Sovereign Pest Control of TX, No. 24-20379 (5th Cir. Feb. 25, 2026) that the statute requires only prior express consent, oral or written; opt-outs honoured within 10 business days (since April 11, 2025, down from 30); National DNC Registry scrubbing at least every 31 days; statutory damages of $500 per violation under 47 U.S.C. 227(b), up to $500 per Do Not Call violation under 227(c)(5), and up to $1,500 if willful. Whether 227(c)(5) lets anyone sue over texts is split: the Seventh Circuit held it does not in Steidinger v. Blackstone Medical Services, No. 25-2398 (7th Cir. July 14, 2026). - [TCPA Compliance Guide](https://numberbroom.com/what-is-tcpa-compliance) - [TCPA Lawsuits](https://numberbroom.com/tcpa-lawsuits) - [SMS & TCPA Compliance](https://numberbroom.com/sms-tcpa-compliance) - [A2P 10DLC](https://numberbroom.com/a2p-10dlc) - [What Is Phone Number Scrubbing](https://numberbroom.com/what-is-phone-number-scrubbing) - [Batch TCPA Litigator Scrub](https://numberbroom.com/tcpa-litigator-scrub) A whole CSV screened in one job. The delivered file contains only the rows that passed, with line_type, carrier, activity_score and scrub_status appended and every original column preserved. The full scrub removes litigator, landline/VoIP, disconnected and invalid rows; the litigators-only scrub removes litigators and invalid numbers and keeps landline, VoIP and disconnected rows. Removals are counted on a dated screening record, and every removed row except a Do Not Call Registry match comes back in a second file with its line type, carrier and reason; known litigators also come back in a file of their own. - [Cell Phone List Scrubbing](https://numberbroom.com/cell-phone-list-scrubbing) - [Contact Data Hygiene](https://numberbroom.com/contact-data-hygiene) - [Remove Invalid Phone Numbers From a List](https://numberbroom.com/remove-invalid-phone-numbers) What happens to unparseable, repeated, disconnected, unanswered and non-US numbers in a scrub, and which are charged. Unparseable numbers are never priced, and numbers outside the US are never priced by the scrub; the optional Outside-US Number Check is the one way they are charged. A number the lookup never answered is left out and refunded to the card. - [Bulk Phone Number Validator](https://numberbroom.com/bulk-phone-number-validator) Validate a whole US list in one upload: validity, line type, carrier and activity score for every number, plus the TCPA litigator check. Note on scope: NumberBroom's Do Not Call check is federal only, runs only under the seller's own SAN, and only on lists of up to 1,000 numbers. Scrubbing at least every 31 days, state do-not-call lists and the seller's internal do-not-call list remain the seller's obligation. NumberBroom covers carrier-level validation, line type, disconnection status and TCPA litigator screening on every list.
